The best xPSXe gpu core can do is xBR/xBRZ regarding scaling shaders. ScaleFX is a 4 pass shader, impossible to do in a single pass. xPSXe gpu plugin would require a proper meta shader environment to run it. If you are still curious, you can try running Retroarch with a proper PSX core, low resolution and ScaleFX.

Could you please implement xBR shader or xBRZ filter or both in Dolphin. It would be very beneficial for 2D and sprite-based games. xBR and xBRZ are pixel art scaling algorithms ,they give best results in 2D/sprite based games with low resolution textures and games with pre-rendered backgrounds which dont upscale well with higher internal resolutions.

I ported some fresh xBRZ (4x and 6x) shaders to the format FS-UAE uses. Made them also much faster (simpler metrics; symmetry feature, works best with even scaling factors). They work well with my old AMD card, hopefully they work in general.
PPSSPP might have xBRZ per-texture upscaling, but in general we use xBR shaders. Note: there's some outdated info on the interwebz talking about how xBRZ is better than the shader versions, but Hyllian, who developed xBR in the first place, has long since improved the shader versions such that those comparisons are no longer valid.

May 04, 2018 · xBRZ-Freescale I mentioned this already in the low-power shader post, but I feel like it's worth mentioning here, too, because it's kind of a big deal. It's not often you get to say "welp, don't need those shaders anymore," but that's exactly the case here.

I think 5xBR shaders are competative with xBRZ scalers because you've got some adiditonal options, like smoothing and colors. This is a tutorial on how to set up "Upscale" options for the PlayStation Portable emulator. The xBRZ filter was also used in Animal Crossing: New Horizons.
